Developing Capacity from Rio to Reality: Who's Taking the Lead?

Measuring for Sustainable Success

It remains a challenge to measure capacity and knowledge of individuals and institutions. It remains even more elusive to directly attribute increments in capacity and knowledge to inputs such as training, education, institutional change, and other instruments for capacity and knowledge development. In educational sciences and economics only now the first methodologies are being developed which allow to measure the impact of education in economic terms. Yet, development programmes increasingly aim to improve their impact and cost-effectiveness, which in turn call for better and more reliable indicators of capacity and knowledge, and for the impact assessment of interventions. For different types of capacity development interventions, different indicators or approaches could be applied. This session aims to contribute to a better understanding of the possibilities and limitations of indicators and impact assessments as well as their further development.
